Why a confidential submission is not a filing
A draft registration statement submitted confidentially is reviewed by the SEC without being published. Nothing in it is available to you, and none of it is on EDGAR. The company may confirm the submission exists, as Anthropic has, but the document itself only becomes public when the company files publicly, typically at least 15 days before a roadshow.
